I'll just briefly mention that Oliver was on that stairwell before Dig got wounded and Oliver revealed himself to him. So I find it unlikely that he deliberately got caught on video, planning to set up a decoy Hood.
Walter is at the office at night again (which actually makes a lot of sense, because Oliver's having that huge party at home) and gets a call. Josiah Hudson is dead from a car accident. Gasp!
Back to the party. Oliver gets another drink. Laurel comes in and asks they could meet for a couple minutes. He brings her into his enormous bedroom, where they reminisce about Halloween 2005. She's here to apologize for her father's behavior. Oliver says Detective Lance can feel any way he wants. Laurel exposits that after Sara died, Officer Dad threw himself into his work and she followed him into the law. And also her mother left them. Oliver asks why she doesn't hate him. "You should," he adds, because he still doesn't know what his plan is. Like, is he pushing her away or being her friend? She says she used to hate him, but she didn't know about the torture. "What happened to you on that island was far more than you deserved." So now she's asking what happened because "I need to see."
Oliver slowly unbuttons his shirt and she looks at his scars (and Bratva tattoo). He says the way he survived was that there was something he wanted more than death. Is that all it takes? They kiss. It is wooden and devoid of passion or interest. She leaves. Oliver woodenly asks her not to leave. Those two have zero chemistry.
Island. Still in the tent. Oliver is all tortured up, but he's still alive. Fyers tells Deathstroke to put him out of his misery. And then! The Archer enters the tent and shoots an arrow to break Oliver's chains! He shoots at Deathstroke, but he catches the arrow before it hits his face! The Archer and Deathstroke have as cinematic a fight as possible, considering they're inside a tent. The Archer eventually grabs Oliver and they get out of there.
Hans Mueller (portrayed as standard "guy with German accent") talks to local gang members ("young black men with loose clothing and backward baseball caps," which is kind of racist). Dig, in hood, interrupts. He does more punching than short-range archery.
