Fleming can tell that something is going wrong, since Portman is flagrantly unpoisoned. He goes back to the kitchen to find Cain hogtied and with sear marks on his face. The Cape stands triumphantly in the (completely deserted and unused) kitchen. A cape-swoosh and a smoke bomb later, and he vanishes. WHOOSH! Shouldn't Vince have done something about making sure Cain got arrested? Or is there no point, since the whole police force is under Fleming's control?

At an official court session-y thing, Peter Portman announces that he's not approving Peter Fleming's application. He gets a standing ovation, which can't be all that common in city planning meetings like that.

Dana joins Trip on the roof. She tells him that "they" can never take away their memories of Vince. "We know the man he was." And on the top of the tallest skyscraper in the city, The Cape stands proudly, wondering how he's going to get down.
