Sterling and Martinez have a quick phone conversation. Sterling would like counterterrorism teams at the three virus locations, but Martinez has to break the news that he's not actually president at the moment. So until the cabinet votes, Martinez doesn't have the power to assign counterterrorism teams. And that's assuming he gets approved. Peel says that'll take an hour or two, which is probably too late. However, they don't need a full Presidential Decree to get the Bureau of Engraving taken care of, which makes sense. The Secret Service is part of the Treasury, and the Treasury probably has a vested interest in keeping the place we print all the money free of bad guys. So that's one place taken care of. And as the Chief of Staff, Peel can send an order out to protect the food-based virus.
However, there's no way to shut down the international terminal of Dulles without getting Jarvis's attention. Martinez tells Sterling he's on his own there. So Sterling returns to the team (which is Simon and Vicky, plus I guess Sean has finished talking to Leila so he's back on the clock) and tells them that they have to deal with Dulles. Simon suggests a bomb threat, but Sterling figures that's too high-profile to work, since Sophia would just release the virus in response. Yeah, but how hard can it be to trigger a security alert at an airport? Even if 9/11 didn't happen in this universe (I forget if they've ever mentioned it) the government is pretending that the Washington Monument got blown up by Pakistani terrorists, and it must have happened within the last week. Oh! And most of the team is composed of people who the government is actively hunting! So theoretically, just having Sean wander around in the parking lot could be enough to trigger a Total Airport Shutdown. But that's obviously not their plan. They're all going to go into Dulles, stay low, and try to spot Sophia themselves. I'm not sure how they know Sophia's going to be there.
